Vaporia is the capital Shard of the Grand Vaporium Empire, a regency that spans twenty six Shards across the Expanse. It stands outside the authority of the Inter Expanse Order of Unity, operating as a sovereign power that cooperates where it is beneficial and ignores oversight where it is not. Despite this independence, the Empire holds a seat on the Council of Unity, a privilege earned through necessity rather than diplomacy. The Grand Vaporium Empire supplies a significant portion of the Expanse with oceanic life used for food, sport, and private collections, and that leverage ensures a level of tolerance few other independent Shards are granted.
The Empire is ruled jointly by Emperor Bromine Halogen and Empress Chlorina Halogen. Their leadership is absolute, efficient, and unyielding. Vaporia is known as a haven for those fleeing IEOU justice, as there is no extradition agreement and Vanguard forces are forbidden from entering GVE Shardspace without direct approval from local authority. That said, sanctuary does not mean freedom. The Halogens maintain strict control, and those who come seeking refuge often find themselves absorbed into systems far less forgiving than imprisonment. Crime is not eliminated in Vaporia. It is structured, contained, and repurposed.
Fifty years ago, Vaporia was a fully aquatic world, similar to many other Shards within the Empire. That changed during the Halogen rise to power. The conflict that followed reshaped the Shard completely, dividing it into two distinct environments that now exist in uneasy dependence on one another.
The outer world, known as Aridani, is a dry and electrically charged expanse where the oceans once stood. The land is cracked and barren, the air thick with static and drifting energy. Floating cities hang in the sky, powered by constant electrical activity and advanced technologies designed to sustain life in an environment that no longer naturally supports it. The people of Aridani have adapted into gaseous forms, their existence tied to containment systems and atmospheric control. They live in a world without water, without native food sources, and without the ecosystems that once defined them. Everything they need is drawn from below.
Beneath the surface lies the Vapors, the preserved aquatic core of the Shard. This inner world remains filled with water and marine life, sustained within a massive glass dome that protects it from the hostile conditions above. The Vapors are dense with steam driven industry, sprawling habitats, and a constant flow of trade both legal and illicit. Pipes, pressure systems, and transport lines move water, resources, and energy upward to Aridani, forming the backbone of the Shard’s survival.
The Vapors are also where Vaporia sends its criminals. Those deemed expendable are relocated below, where their sentences are carried out as forced labor within the systems that power the upper world. In some cases, this labor becomes literal. Certain offenders are converted into living energy sources, integrated into the infrastructure as part of their punishment. What begins as exile often becomes something far more permanent.
The dome separating Aridani and the Vapors is officially described as a necessary environmental barrier. From the surface, fractures in the outer crust reveal glimpses of the structure below, creating a patchwork appearance across the Shard. While it protects both environments from collapse, many within the Vapors believe its true purpose is social rather than ecological. It keeps the lower world contained and the ruling class distant, ensuring that the seat of power remains far removed from the conditions that sustain it.
Vaporia is classified by the IEOU as a Driftbreach Shard, meaning it exists partially within the Drift at all times. This unstable positioning results in frequent environmental anomalies and a strong connection between the population and magnetic forces. Traditional metal is rarely used, as conductivity becomes dangerous under these conditions. Instead, Vapori rely on non conductive materials and their own innate abilities to manipulate magnetic matter.
One of the most defining aspects of Vaporian life is the use of kinetic magnetic sand. This material can be shaped and controlled through natural ability, forming tools, structures, and even clothing that shifts and responds to its user. It replaces many conventional materials and reflects the fluid nature of life on the Shard, where form is rarely fixed and adaptation is constant.
The influence of the Drift also brings with it a steady influx of foreign life. Creatures that would normally exist only within the Drift appear regularly within Vaporia, sometimes integrating into local ecosystems and sometimes threatening them. Hunting these entities has become both a necessity and a cornerstone of the economy. Combined with the Shard’s abundant marine life, this has positioned Vaporia as one of the primary exporters of biological resources in the Expanse.
Everything in Vaporia is part of a cycle. The Vapors produce and sustain. Aridani consumes and governs. The Empire exports what it harvests and maintains control through the careful balance of power, environment, and necessity. The system functions because each part relies completely on the other, even as that reliance creates tension that never fully settles.
